Game reports are required for all games within 48 hours of the conclusion of the game.

Incident reports are required for each caution, sendoff, spectator removal, or other unusual issue.

Each team pays one-half of the referee fee.

Three officials are assigned for U16 T1.  One referee is assigned for all other divisions.

Highlights include:

  • Additional time between games -- two teams leave before the next two teams enter.
  • Home club is asked to make sure that the goals, corner flags, etc., are in good shape, so that the referees do not have to touch them as part of pregame inspection.
  • Home club may choose to pre-screen the game officials (temperature check/symptom confirmation/quarantine confirmation) on arrival.
  • (Single) referees are discouraged from having 'club linesmen.'  (Single) referees are encouraged to do their best with touchline calls.  Clubs are reminded that there are no playoffs in Fall 2020 -- our priority is simply to get our kids back out on the field.
  • Unless there are club/venue-specific limitations, spectators are permitted.  Spectators are expected to keep their distance, and they must stay far away if they cannot wear masks.
  • Some clubs are setting up designated locations for each of their players in the technical area, 6' apart -- enabling their players to social-distance when they're off the field, and so it is easier to give the players plenty of time to recover before they need to worry about putting their masks back on.
  • No changes to the rules of competition and no alterations to the Laws of the Game.
    • Pregame coin toss can be conducted (if teams want to forgo the coin toss for a specific game and sort it out without a coin toss, we will not stand in the way).
    • Throw-ins stay in place (we are not authorizing kick-ins).

Referee Pregame Responsibilities:

Coaches provide 2 copies of their approved EPYSA roster -- one for the referee, one for the opposing coach.

All coaches and players must be listed on the roster in order to participate.  NO EXCEPTIONS.

US Soccer/EPYSA Modifications to FIFA Laws of the Game:

  • U9/U10
    • 7v7, 25-minute halves, minimum 5 players to start or continue
    • Build Out Line enforced.

    • Deliberate heading of the ball is not permitted (it is considered dangerous play). Restart is an indirect free kick.
  • U11
    • 9v9, 30-minute halves, minimum 7 players to start or continue
    • Deliberate heading of the ball is not permitted (it is considered dangerous play). Restart is an indirect free kick.
  • U12
    • 9v9, 30-minute halves, minimum 7 players to start or continue
  • U13/14
    • 11v11, 35-minute halves, minimum 9 players to start or continue
  • U15/U16
    • 11v11, 40-minute halves, minimum 9 players to start or continue

RBJSL Modifications to FIFA Laws of the Game:

  • Maximum of 3 coaches on gameday.
  • Unlimited substitution by either team at any stoppage of play.  Substitutions occur at the half way line on the bench side of the field.
